The renewable portfolio standard in NC requires utilities to have up to 12.5% of their electricity come from renewable sources. The standard kicks in in 2012 but
utilities are already purchasing Renewable Energy Certificates from Texas
wind farms. Utilities may meet up to 25% of their obligation through buying in credits from out of state.
