Sue Sturgis, in her fabulous Raleigh Eco News blog, just ran an article about the conflicts within the Raleigh system where water
conservation is at odds with their commercial structure. Raleigh seems unable to implement a tiered billing structure and
can not reveal the usage from their largest commercial users.
